The Collapse of the 28-Point Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the crisis caused by the introduction of a new 28-article proposal for resolving the conflict appeared – momentarily – to have been stabilised. A Washington representative spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its response: a renewed assault of aerial bombardment on Kyiv.

The Cycle of Diplomacy and Destruction

The succession of conflicting incidents captured the grim essence of the recent timeframe. By day, negotiation efforts are fought: positive announcements are issued from various governments. Significant resources is expended on managing certain initiatives. By night, the Kremlin clearly shows the world that, for them, conflict continues to be the main instrument for achieving "resolution".

Nighttime Reality

As Russia's attack unfolded into the early hours of Tuesday, the immediate reality of Ukraine's exposure was exposed. Ukraine is able to track projectile deployments from Russian territory, a capability provided through up-to-date information. From witness perspectives, defense planes that had been dispatched to counter approaching aerial threats flew past – modern combat jets supplied to Ukraine by Western partners.

Shortly after, Kyiv's missile defense activated: defensive missiles fired to intercept a incoming threat. This was a advanced protection mechanism at work, probably delivered by allied countries. Every deployment shakes the surroundings, shaking the windows. The instant of fear quickly gives way to resigned acknowledgment: maybe the approaching threat won't hit its mark this time, protecting urban areas from devastation and further power outages.

Persistent Threats

Not long after, a automatic firearm fired at a drone somewhere nearby, part of a defensive team – probably Western-made equipment. Unfortunately, the shots failed to hit the opposing UAV – it continued its flight toward its objective.

Intermittently, this continued until dawn. Kyiv awoke to the early updates: multiple fatalities, damage and heating outages in numerous residences as a result of the evening attack. As customarily, everyone still maintained normal activities – experiencing conflict. But those entire period illustrated Ukraine's critical military reliance on international aid – a dependence that regional partners are evidently unprepared to replace in the short term.

Unsuccessful Negotiations

The detailed framework from US administration generated strong feelings, debate and serious worry – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after earlier high-level meetings and multilateral gatherings.

Every new initiative from US leadership follows the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They contain the crisis but never actually win the battle. This pattern will, undoubtedly, endure.

Tactical Assessments

It is convenient to criticize specific actors of consistently pushing Kremlin's demands. But that does not seem to be the whole story. US administration operates on a principle familiar among international relations experts: you cannot secure via talks what you have failed to defend militarily. The American government believes that it is impossible to pressure the Kremlin to abandon the territory that it already controls in Ukraine's south or east.

The problem is that while accepting these circumstances, American administration does little to discourage Russia, through diplomacy or military means, from assuming that the status quo will not shift further in its favour in the months ahead.

Conflicting Perspectives

Therefore, the Kremlin is confident that time is on his side – that Ukraine and its partners are coming close to fatigue. Their motivation to sign a deal that does not give them the maximum possible gain is close to zero. There may be multiple initiatives to end hostilities, but they will continue as long as Russia's government remains completely certain in the result.

On the contrary, Ukraine's government believes that Ukraine can still hold out, slowly losing lives and land but preventing a entire defensive failure until circumstances change in its advantage.

Existing Situation

Factually, there are no genuine requirements for a truce. Now, personal considerations are entering the equation: political desires to broker a ceasefire and achieve global acclaim, and Ukrainian leadership's dual difficulties – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the flag against any proposal Kyiv finds unacceptable, so that their attention does not switch to internal issues. And although their mission will now be much harder after recent developments, it remains very improbable that this will alter their fundamental strategy.

These two forces are guiding negotiations.

Assessment and Future

It took a mere seven days to eliminate the proposed articles of the latest plan. Assertive and inconsistent approach of the matter by Washington, opposition by Ukraine and the other European countries, along with soothing efforts of diplomats, and finally, recent disclosures, all served their function.

While new proposals based on established approaches are approaching, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are based on Russian demands and demonstrate certain reluctance to modify developments, if they stand together and enhance their military capacity at a much faster pace. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the predictable period, largely rely on ongoing international assistance.
